Quintana Roo promote Legitimate Use of Force and the Protection of Human Rights

The international seminar on “The Legitimate Use of Force and the Protection of Human Rights” was held on December 3-4 in Cancun, Quintana Roo. The seminar was organized by the Foreign Ministry with the assistance of the Public Safety Ministry of the state of Quintana Roo and was part of the Mexico-European Union human rights program.

The aim of the seminar was to encourage a constructive dialog between the institutions in charge of public safety, law enforcement officials, legislators, academic institutions and national and international civil society organizations on issues related to the use of force and human rights with a view towards future legislation on the issue.

The inaugural ceremony was chaired by Quintana Roo Governor Félix González Canto. Also participating were the Quintana Roo Public Safety Minister, Vice Admiral Miguel Ángel Ramos; State Attorney General Bello Melchor Rodríguez Carrillo; the Foreign Ministry’s Director General of Human Rights and Democracy, Minister Alejandro Negrín; the Executive Secretary of the Quintana Roo Public Safety System, Juan Ignacio Hernández Mora; and the head of the Cooperation Section of the European Commission delegation in Mexico, Olivier Lévy, in representation of the delegation head, Ambassador Marie-Anne Coninsx.

In his speech, Minister Alejandro Negrín said that the United Nations, the Supreme Court and international legal organs such as the Inter-American Court of Human Rights have established clear criteria on the legitimate use of force by security forces. He also applauded the Quintana Roo government’s decision to draft a law to regulate the use of force in the state and he said that this complements and permits the important Constitutional amendment on criminal justice and public safety to evolve as it should.
